Revenue and Financing Policy and Rates Remission and Postponement Policies

Wairoa District Council is engaging with the community to look at the how the Council derives the revenue it needs in order to undertake activities, and to consult on changes to the rates remissions and postponement policies.

What are we consulting on?

Council is proposing an update to the Revenue and Financing Policy, which incorporates the calculation and allocation of rates (as per the decisions of the 2020/21 rating review), as well as outlining funding sources for operating costs and capital expenditure.

In addition, Council has reviewed its Rates Remissions and Postponement Policies (including Remissions and Postponement Policies for Māori Freehold Land), which is also consulted on as part of the process.

In both cases, the policy changes are aimed at better reflecting community outcomes, operational changes and best practice.

The Revenue and Financing Policy describes all the funding sources available to Council and how those funding sources are applied to the funding of operating and capital expenditure.

The Rates Remissions and Postponement policies enable Council to adjust rate liabilities for specific circumstances with the intention of mitigating the effects of any perceived disadvantages or inconsistencies that rating legislation may impose.

These meetings are subject to COVID-19 Alert Levels and physical distancing requirements.

Public consultation

Written submissions for the Revenue and Financing Policy and the Rates Remissions and Postponement policies may be made until Friday, 12th March 2021 at 4.30pm.

Those who make a written submission may choose to make an oral submission. The hearings on submissions are tentatively scheduled for Tuesday 23rd March 2021
