What else do I need to know?

In February this year, following a two-month consultation process, councillors voted to adopt several changes to the Revenue and Financing Policy.

The changes included: 

  • Moving from land value (LV) to capital value (CV) for the general rate
  • How the Regional Economic Development rate is allocated
  • Rating for flood mitigation and drainage schemes
  • Rating for public transport
  • Changes to the Freshwater Science charges, including a new targeted rate
  • Simplifying sustainable land management, biodiversity and biosecurity rates
  • Improvements and additions to the rates remission and postponement policies

Revenue and Financing Policy

Property revaluations are carried out every three years and can impact on the amount of rates you pay, relative to other properties, if:

  • you have made improvements to your property that required a building consent.
  • your Land or Capital value increases more than the average for your area, then your rates will increase.
  • your land or capital value increases less than the average for your area, then your rates will decrease (excluding any other changes to funding requirements).

In addition to our existing monthly or annual payment options you now have the choice of weekly or fortnightly payments (on a Thursday).

The councils have different responsibilities, so you pay for the different services they provide.

  • Rates for your local city or district council pay for water, sewage, rubbish collection, city facilities such as parks and sports areas, roads and community programmes.

  • Regional Council rates are used for managing natural resources – water, land, air and coast - and other regional functions like transport, civil defence and flood infrastructure.
